Doug Fowler grew up in Oceanside and graduated from OHS in 1970. After graduating from the School of Business at San Diego State University in 1975 he began his 35-year banking career, which included 14 years in San Diego County and 21 years in the High Desert Region of California. He completed his banking education graduating from Pacific Coast Banking School–The Premier National Graduate School of Banking at the University of Washington in 2001.

Doug has been an active member of the Rotary Club of Apple Valley since 1995, where he served as President in 2000-2001 and was named Rotarian of the Year in 2000 and 2004. He spearheaded Apple Valley’s Rotary co-sponsorship in matching grants to Puruandiro, Mexico resulting in 4 fire trucks and a “jaws of life” for that city, as well as Rotary’s matching grants to buy portable x-ray machines for the Children’s Hospital in Ankara, Turkey.

Through Rotary International, Doug went to rural India to help immunize children and infants against the polio virus and Guatemala to help surgeons do cleft lip/palate surgeries. He has participated in Rotary Group Study Exchanges for several years representing the High Desert Area as both a host family and planning committee member taking him to Turkey in 2009. He has also been actively involved in other community and professional organizations in the High Desert, serving in leadership roles with the Apple Valley Chamber of Commerce, the Barstow Area Chamber of Commerce, High Desert Handicap Services, the Inland Empire Risk Management Association, High Desert Chapter of the Red Cross, the Inland Empire Small Business Development Corporation, Southern California Small Business Development Corporation and the Sunset Hills Children’s Foundation.

Doug has now moved back to Oceanside with his wife Deborah of 31 years, an elementary school teacher and past President of the Rotary Club of Victor Valley Sunrise. They have a son, Zachary, a UCLA graduate, and daughter, Alisha, a UNLV graduate, who have both received Rotary Youth Leadership Awards.
