A 1997 graduate of Oceanside High School, Luis is a respected cultural educator, folklórico director, and community leader dedicated to preserving and promoting Mexican heritage through dance, music, and education. For more than 20 years, he has inspired youth and families throughout Southern California by creating opportunities for cultural enrichment, artistic expression, and personal growth.
In 2004, he founded Grupo Folklórico Tapatío de Oceanside, an award-winning organization that has become a cornerstone of cultural arts in the community. As Director and Lead Instructor, he mentors students, coordinates performances and workshops, and fosters cultural pride through the traditions of Mexican folkloric dance. Under his leadership, the group has earned numerous first-place competition awards and recognition for excellence.
Since 2006, he has served as a cultural educator and dance instructor in North County San Diego schools, integrating cultural arts into student learning and community engagement. In 2014, he began coordinating the City of Oceanside’s annual Noche Mexicana celebration, bringing together dance, music, and educational programming through strong community partnerships. In 2025, he expanded his impact by founding and teaching free Mariachi classes through the City of Oceanside, making traditional music education accessible to all.
His commitment to cultural preservation and youth mentorship has earned him multiple community awards, mayoral recognition, media features, and more than 30 competition trophies. He continues to be a passionate advocate for the arts, education, and the celebration of Mexican culture.
